Business to Multi-Family Residential with proffers approximately 13.8 acres owned by Staunton EM2, LLC located in the Beverley Manor District.  The proposed general use of the property is apartments.  The general use of the property as stated in the Comprehensive Plan is Business, where business uses are varying scale and scope would be appropriate.
