I am in complete opposition to the addition of the language prohibiting Solar Energy Systems in Planning Policy Areas designated as Urban Service Areas and Community Development Areas within the Comprehensive Plan. The Comprehensive Plan is only a plan and does not restrict what a landowner may decide on how to use their land. The language in these amendments codifies the Comprehensive Plan and this has never been the intent of future land use planning. The history of land use as shown in the Comprehensive Plan has demonstrated the Urban Service Areas and Community Development Areas encompass a greater land area than can reasonably be expected to be developed in the 20 year planning phase. The majority of these areas have seen only moderate development over the last 20 years, so a more focused approach in defining true Urban Service Areas and Community Development Areas needs to be pursued rather than a blanket prohibition of solar energy systems.
