4.A) A request by James E. and Rachelle E. Summy, for a Special Use Permit to have an agricultural hauling business and to use a portion of the existing structure for maintenance of commercial vehicles on property they own, located at 28 Rankin Lane, Stuarts Draft in the South River District.

    I do not support this request for the following reasons:
    - Noise. I have lived at 25 Rankin Ln for almost 40 years and I have never experienced being awakened by truck noise like it has been for the past several years. The engine motor noise as well as the exhaust brakes on the road tractors are annoying as the drivers have no respect for the surrounding homes as they enter and leave at all hours of the day and night.
    - Safety. Route 848 (Rankin Ln) is a no outlet road less than 1 mile in length. Children play near the road as well as pedestrians walk their animals on the road. These large trucks present a safety hazzard. Rankin Lane is not wide enough for these large trucks to safely traverse. The corner from Rankin Lane onto Howardsville Tpke is not large enough to make the transition without going into the opposing lane.
    - Property Value. I have continually made improvements to my home and property. Having a trucking company across the street will devalue my property as I never intended on living across from a tractor trailer service center. It is also unknown what materials are being brought in and out of the property.
    In conclusion, I would like to say that the Summys are very nice people and my opposition to their request is not personal. I would have never purchased property in this quiet section of Stuarts Draft had I thought that a trucking company would move in across the street.
