4.J) A request by Bill Moore, agent for Hope Drive Park, LLC, for a Special Use Permit to have a mini-warehouse facility on property owned by Hope Drive Park, LLC, located on the east side of Forest Chapel Lane, north of the intersection of Forest Chapel Lane and Crimora Mine Road in the Middle River District.

    100% agree with Mike! This proposal will negatively affect the adjacent and neighboring homes by decreasing home values, and making the overall feel of this residential area, very commercial. I can't speak for all the newly built homeowners on Forest Chapel Ln, but we own the first property, and when we purchased our home, we were made aware that the trailer park was maximized to it's potential due to the zoning. This helped us finalize our decision to move onto Forest Chapel Ln. I personally don't think it's fair to neighboring homes to change the zoning rules for Mr. Armstrong. He purchased this property KNOWING it was zoned the way it is with little to no potential for growth. Our home is the only home zoned residential on Forest Chapel Ln, and we follow the rules, without question. Another real concern for us with our safety in mind, is the type of management, or lack thereof, for this type of facility. As mentioned prior, the vacant trailer that has been sitting for the last 6 months, shows very little pride of ownership, and quite frankly a large liability concern. Immediately following the last public meeting, Mr. Armstrong was clearly agitated with the board and community, and said "he would build a whorehouse instead" just because he didn't get his way. That didn't sit well with us, as that really questions his intensions and integrity as a person. Please don't allow Mr. Armstrong to manipulate this "plan" and change our community for the worst.

    This is a proposal for a mini-warehouse with a possible retention pond and stream that would drain directly towards existing homes. The retention pond or "storm water management" poses potential flooding issues, water quality concerns, odor issues, and breeding grounds for insects such as mosquitoes. This development would be highly inconsistent with the surrounding residential lots and almost certainly decrease home values and increase vehicle traffic. This location would put this mini warehouse within 1.2 miles of a preexisting warehouse that is actively expanding and within an approximate 5 mile radius of 3 mini-warehouses. It is also unlikely that this facility would be managed properly as the proposal group more recently located a vacant decomposing trailer into an adjacent lot which has sat untouched, crooked, and deteriorating for the past couple of months. It is with out a doubt that the surrounding community is against this proposal.
